The Edmonton Police Commission (Commission) supports appointments of individuals that reflect the demographics of the population of the City of Edmonton (City) and that have been recruited through a fair, equitable, and inclusive process.
In order to achieve its mandate of providing sound governance and oversight, Commission members must collectively possess experience in a wide range of subjects, have the attributes necessary to effectively meet their responsibilities, and be representative of the community.
Guidelines:
- Commission members should be appointed on the basis of their skills and experience in a decision-making capacity.
- Re-appointments to the Commission are under the authority of City Council (Council), or the Provincial Government as outlined in the Police Act and any applicable municipal bylaws.
Procedures:
- In support of all recruitment, evaluation, and/or re-appointment of commissioners, the Commission shall provide their Competency Framework which contains a skills matrix that candidates should possess and will highlight where they believe the current gap in experience may be.
- The Chair of the Commission shall evaluate each Commissioner yearly. The Chair shall also submit recommendations to Council on the re-appointment of all Commissioners, other than the Chair, for the year in which a Commissioner’s appointment is expiring. This report is to contain the information outlined in the Agencies, Boards, Committees, and Commissions Procedures and any additional information Council may request.
- The Chair shall also submit an evaluation of each provincial appointee yearly and provide a recommendation for re-appointment in the year in which a Commissioner’s appointment is expiring, in a format as outlined by the Minister. In lieu of a format being prescribed by the Minister, the submission shall be in a format acceptable to the Chair.
- The Chair shall provide each Commissioner with a copy of their evaluation and the recommendation to be submitted to Council or Minister.
- The Vice Chair shall evaluate the Chair and submit a recommendation in respect to their re-appointment appointment in the year in which a Chair’s appointment is expiring. The Chair will be provided with a copy of this evaluation and the recommendation to either Council or Minister.
