The Edmonton Police Commission is inviting proposals from contractors for a Fiscal Governance Advisor position to facilitate and assist commissioners in developing their financial acumen.
The board is seeking a contractor to fill a 12-month part-time position (18.5 hours per week) which will provide a range of fiscal governance advice to the Commission on a variety of matters, with the possibility of extension. The successful contractor must have in-depth experience in financial matters at governance and corporate level, along with a strong understanding of the governance function of a board of directors overseeing a municipal service.
The scope of the work and deliverables will include the following activities:
- Assist commissioners in developing financial acumen in all aspects of financial governance, financial reporting, interpretation of complex fiscal data, and best governance practices.
- Develop training and onboarding material that will position future commissioners for success in interpretation and understanding of fiscal reports.
- Provide training and advice to instill knowledge and insight in to ensure Commissioners are positioned strongly to make fiscally focused governance inquiries.
- Ensure the role becomes recognized as an authority in financial governance matters as an area of specialization.
- Work with the Edmonton Police Service (EPS) and senior city administration as required.
- Review financial reporting and plans to ensure the Commission achieves desired outcomes related to enhanced understanding of fiscal reporting provided by EPS.
- Make recommendations on how fiscal reporting required by the board could be changed or modified to achieve the overall goal of enhancing Commission financial literacy.
- Be the primary advisor to the board of directors/commissioners to ensure they understand, interpret, and seek clarity on fiscal reports provided by EPS from a position of knowledge. This role is not intended to make recommendations on changes to internal EPS fiscal policies or practices
The successful contractor must pass an Enhanced Security Check conducted by the EPS.
